Last year 2005, despite the opposition of several residents, the Hinatuan Mining Corp. (HMC) has started hauling its nickel ore stockpiled in Barangay Buenavista, on Manicani Island, Guiuan town in Eastern Samar.

The HMC ceased operations in 1994 due to the falling nickel prices in the world market but it made moves to resume operations in 2000. In May 1, 2001, the DENR issued a suspension order against the HMC due to the opposition of the residents and after results of its investigation showed that the mining operations had caused "aquatic and soil siltation."

As a result, the HMC was not allowed to haul 150,000 metric tons of nickel ore, which the company now wanted to transport out of the island.
